The second issue of the journal "Scientific Bulletin: Public Administration" explores the main methodological approaches to public administration in the field of fire safety in Ukraine. Consideration of active, passive, neutralizing methodological approaches to ensuring public administration in the field of fire safety has allowed to prove the provisions on the expediency of their complex application in the dominant role of an active (proactive, praxeological) approach aimed at active prevention of the very fact of emergencies and other emergencies.
In the journal the issue of power organization through decentralization, which reduces the amount of decision-making by the state, delegating some powers in individual areas to non-executive and non-executive regional authorities are analyzed.
The peculiarities of the formation of the state mechanism of normative legal regulation of social construction in the countries of the European Union and the possibility of its use in the system of state regulation of Ukraine have been clarified.
Issues that hinder effective management of measures in the field of psychological protection of the population are substantiated. It is emphasized that the existing regulatory framework is quite modern, but the coordinating role of the central body of executive power, which ensures the formation and implementation of state policy in the field of civil protection in its creation is not traced.
