THE MECHANISM OF STATE MANAGEMENT OF INNOVATION ACTIVITY AT THE REGIONAL LEVEL

Abstract

According to the worldwide experience, the definition of national priority directions of science and new technologies development consists of three interrelated processes: the formation of the main strategic goal of the state, the account of generally accepted world priorities and the reflection of national peculiarities, specifics of the country. Taking into account the experience of developed countries while as Ukraine is finding approaches and instruments which could ensure sustainable economic development is extremely important. According to the time requirements, the basis of the strategic course of development of Ukraine, its main priorities should be the development and implementation of state policy aimed at structural modernization of the economic complex, as soon as possible its transition to the innovative way of development and the formation of Ukraine as a high-tech state. The priority of innovation development of the national economy and the active role of the state in the process of structural transformation are determined at the highest state level. Innovation development is now not only a "national economic idea", but also a tactic of state economic and humanitarian policy. The development of the state regulation system also includes the definition of the most important social, economic and other goals and tasks for the future, including social orientations, major proportions and structural changes, as well as the most effective social and economic policy that promotes their  implementation. In doing so, the definition of the economic goal should be for the country as a whole, its individual regions, spheres of the economy, territorial production formations, based on the urgent need to meet the needs of society, available resources and identified development priorities.
