DIGITALIZATION AS THE CURRENT TREND OF TRANSFORMATION OF THE RESOURCE MECHANISM OF THE CIVIL PROTECTION SYSTEM

Abstract

The article outlines an approach to substantiating a set of conceptual provisions regarding the introduction of digitization and artificial intelligence in the civil protection system, the use of artificial intelligence, taking into account the main directions of digital transformation of its resource mechanism. Data from the study of digitization as a modern trend of transformation of the resource mechanism of the civil protection system were analyzed by applying systemic and complex approaches and using research methods such as logical generalization, comparative analysis, the method of expert evaluations, forecasting and synthesis, etc. A comprehensive analysis of the state of scientific research on the state of transformation of the resource mechanism of the civil protection system, the problems of the implementation of digitization and artificial intelligence was carried out, the digital transformation was analyzed, the features of these latest technologies were determined as an innovative approach to solving the problems of the resource mechanism of the civil protection system, especially in the conditions of martial law, global trends in the impact of digitization and artificial intelligence on the transformation of the resource mechanism in the field of civil protection. The issue of response and adaptation of the resource mechanism of the civil defense system during crises was considered. It has been established that such a digital transformation puts the issue of public administration reform on the agenda. The key advantages of focusing on trends rather than risks are argued, which allows for a higher-level analysis of problematic issues, including a thorough examination of the opportunities arising from trends in the adoption of digitization in the system under study. It was found that the benefits of digitization are traced through cost optimization. The most promising directions of digital transformation of the resource mechanism of the civil protection system have been identified. It is proposed to perceive digitalization and artificial intelligence as opportunities that should be gradually integrated into the resource mechanism of the civil protection system, to ensure digital interaction of institutions, coordination and cooperation.
