Abstract

The article analyzes the experience of the developed countries of the world regarding the development of models of the resource mechanism of public management of national civil protection systems. Empirical research data were analyzed by applying systematic and comprehensive approaches and using research methods such as induction and deduction, analysis and synthesis, comparative analysis, forecasting, generalization, etc. A significant discrepancy between the EU countries has been established regarding the distribution between the local and central levels of government in terms of material, human, financial, informational and other resources spent on civil protection. The differences of the researched models regarding administrative responsibility, legal framework and operational practices were revealed. Decentralization of civil security systems is found to be most widely implemented in Central / Northern European countries, while many new and candidate countries in South-Eastern Europe and the Baltic region have a higher level of propensity to adopt centralized models. The model of the resource mechanism of public administration in the USA – the incident management system (NIMS) is considered, and its main characteristics are determined. It was determined that the priority of the civil protection system of the EU countries in today’s conditions is not liquidation, but forecasting, monitoring, evaluation and prevention of emergency situations. The main characteristics of models of the resource mechanism of public management in the civil defense system are classified and specified. The main advantages and disadvantages of models of the resource mechanism of the civil protection system are argued. It is proven that Ukraine can consider a model that combines centralized coordination, flexibility and a hybrid approach to ensure an effective resource mechanism of state management of the civil defense system in the conditions of military operations. Reasonably, reforming the domestic civil defense system should be aimed at its further transition from responding to possible emergency situations to ensuring the stability of the state in various types of crisis situations and strengthening the interaction of civil defense forces and management bodies with law enforcement agencies and the armed forces.
