THEORETICAL CONCEPT OF THE RESOURCE MECHANISM OF PUBLIC ADMINISTRATION IN THE CIVIL PROTECTION SYSTEM

Abstract

The article examines the resource mechanism of public administration in the civil protection system, its theoretical concept. The empirical research data were analyzed using analytical, logical-semantic methods, structural-functional, systemic approaches, content analysis, analysis and synthesis, induction and deduction, etc. It has been established that the resource mechanism of public administration in the civil protection system is a management category, a set of material, financial, immaterial, technological, institutional, organizational and other components of the subject, the effective use of which ensures the
high-quality operation of the management structure of this system. It is justified that the configuration of the capacity of the resource mechanism of public administration in the civil protection system should be considered in the aspect of theoretical and applied identification as two parts of one whole: internal capacity (characterized by the resource mechanism) and external capacity (is the result of public administration). The identification of problematic aspects of the resource mechanism of public administration in the civil protection system made it possible to substantiate the key areas of its improvement: to optimize the complex system of forecasting, monitoring and control, to improve organizational, legal, financial and other components. The expediency of using the methodology of program and project management for the formation and functioning of the resource mechanism of the system is argued. The main components of the Standard of the resource mechanism of public administration in the civil protection system for streamlining the processes of formation and functioning of the resource mechanism and the Concept of improving the resource mechanism of public administration in the civil protection system are proposed. It has been proven that ensuring continuity, cyclicality, the dependence of management efficiency on the sequence of its stages, dynamism and stability of the resource mechanism of public administration in the civil protection system will contribute to increasing the efficiency of the civil defense system, effective use of its resources.
