IMPLEMENTATION OF THE SMART CITY CONCEPT IN THE PROCESS OF DIGITAL TRANSFORMATION ANF SUSTAINABLE DEVELOPMENT OF UKRAINE

Abstract

The paper studies the smart-city concept and its introduction into the processes of post-war revitalization and digital transformation of Ukraine through the prism of the Sustainable Development Goals. Within this context, the cities’ «smartisation» is defined as the process of creating a thoughtful, technologically improved and optimized urban environment which is oriented on citizens and their successful socio-economic activity in harmony with the environment. The global trends in cities’ smartisation have been followed: from structural reform and infrastructural development to the use of big data to make as effective managerial decisions as possible and involve citizens in achieving common sustainable development goals using technologies, including civic tech. The paper outlines the prospects for the smartisation of Dnipro city. They embrace the transformation of the infrastructure into a convenient and useful virtualised system of public services for the community, which is capable to propose comfortable conditions for life and work. To reach them, local government bodies should organise their work in three stages of «smartisation of the city»: the reform of the digital transformation of the city which is based on the decentralisation reform;
smart-transformation of public management; embedding managerial tasks into all local strategies and policies to achieve the Global Sustainable Development Goals; ensuring a high level of digital literacy and citizens’ participation in the public management for common good. Authors propose the ways for supporting the processes of the city’s smartisation in terms of war, as well as indicate directions for the crisis recovery of the local economy.
