Abstract

In a real-case scenario, COVID-19 forced national governments to act in Public Health Emergency of International Concern. The further development of the globalizing universe will proceed from its economic, political, financial, migration and other consequences for a long time to come.  In these conditions, an urgent scientific task is the collection and accumulation of data on the functioning of national crisis management systems for the purpose of their further analysis and making of recommendations for improving the actions of state public and local authorities against the backdrop of a global emergency. The article is concerned with the results of overt observation on the organization of functioning of one of the territorial subsystems of the unified civil protection system of Ukraine and a comparative content analysis of administrative documents. During the period from 17.03. to 17.05.2020, an overt observation was carried out over the organization of the functioning of the territorial subsystem of the unified state system of civil protection of one of the regions of Ukraine amid the medical and biological natural emergency, a comparative content analysis of the administrative documents of the relevant management bodies was carried out. The study found that civil protection issues as a function of the state have not taken place among the main tasks of the governing organs of all levels, and still remain secondary (on a voluntary basis). The lack of an institutional structure of the civil protection system negatively affects its functionality. The response to the state level medical and biological natural emergency at the first stage of its management was through trial and error. The issue of life support of the affected population remains unsettled, both at the first stage (March-May 2020) and in September 2020. When applied coherently, the overt observation method can be valid for conducting scientific research on the functioning of various structures of the unified state system of civil protection. The establishment of an effective institutionalized management of the unified state system of civil protection, revision of its territorial and functional subsystems’ structure and functionality of their services and branches remains an urgent scientific, rule-making, and organizational task.
