INVESTIGATION OF THE PROBLEM OF STANDARDIZATION OF DECISION-MAKING IN EMERGENCY SITUATIONS

The article summarizes arguments and counterarguments within the scientific discussion on the possibility of using standardization when developing managerial decisions in the process of emergency response and recovery and population relief service. The main purpose of this study is to substantiate the feasibility of crisis management methodology for managerial decision-making in emergency situations by introducing standards and process approach to managerial decision-making with rapid changes in restrictions and limiting conditions. The systematization of literature sources and approaches to solving the problem has shown that the study of standardization in emergency situations is complicated by difference in the definition of concept of “emergency management” and the definition of the phases of emergency situation.
The relevance of solving this scientific problem is that reducing time for developing, making and implementing managerial decisions, increasing uncertainties and risks, need for additional resources from reserves and availability of different modes of operation of the system of emergency public management suggest that public management in this sphere has certain features, consideration of which in the activities of state authorities in emergency situations will reduce the likelihood of making inappropriate managerial decisions and will help to save resources and time for elimination of consequences and to reduce losses.
The article reports the results of empirical analysis of standardization of terminology and management processes, which showed that emergency management processes in Ukrainian realities are based on the outdated approaches to managerial decision-making. The study empirically confirms and theoretically proves that the urgent need in Ukraine is to introduce the process approach to management using the crisis management methodology, as well as harmonization of regulatory framework, in particular, state standards.
