FOREIGN EXPERIENCE OF ELECTRONIC GOVERNANCE OF THE EDUCATION FIELD IN UKRAINE

Abstract

The article points out that the rapid pace of development of communication and information technologies requires proper rapid changes from public administration. This is particularly true of the educational management link, because it is beyond the controllers’ attention to be left with a wide range of virtual space capabilities, which is an effective environment for acquiring knowledge, finding relevant information and social interaction. The application of foreign experience in the introduction of e-governance in the educational sphere is analyzed. The basic models of e-government are considered. It is noted that the most interesting, advanced and versatile is the Anglo-American model of e-government, as it is characterized by the presence of horizontal, vertical and infrastructural links, as well as links between government and communities. The Continental European model is common in most countries in Western, Central and Eastern Europe. The main benefits of the Australian model have been identified as being able to provide the optimum structure for managing and financing educational institutions based on a single eGovernment policy. By its own design, Ukraine’s e-government model is similar to that of other countries. The conducted analysis of the state of e-government development in the sphere of education of Ukraine makes it possible to say that the information materials are given quite a lot, they cover a wide range of educational services. The Ukrainian model of e-government, while in the process of formation, can gain a lot from the world experience of e-government functioning. For Ukraine, the experience of the Anglo-American model in the field of education can be useful in terms of modernizing public administration - increasing the ability to independently search for information online, without direct contact with a government official.
