CHANGE OF THE MANAGERIAL SECURITY PARADIGM IN THE SPHERE OF CIVIL PROTECTION: THE UKRAINIAN DIMENSION

Abstract

In order to determine the directions of the transformation of the management security paradigm in the field of civil protection, we will investigate modern European security realities, which require a new look at the basic EU documents in the sphere of security, which currently partially correspond to the current state of security on the continent, declaring the global challenges of the disproportion of economic growth, negative impacts of climate change. In the conditions of ongoing russian aggression, there is an urgent need to understand the security situation on the European continent and define new approaches to changing the view on security as the main condition for sustainable development. Based on the results of the research, we determined that the presence of Ukraine’s integration mechanisms into the European and Euro-Atlantic space, enshrined in the Constitution, and the interrelationship of global, regional, and subregional levels of security of the EU create prerequisites for the development of a holistic security environment in the country. Current views on security science in the national scientific discourse allow us to interpret security as: 1 – a state of security with a certain set of measures of a protective nature; 2 – as the activity of state institutions in the sphere of security without the participation of civil society in the creation of a single security space. Currently, security science is developing as a new scientific direction regarding the development of research methods and the construction of security systems in various areas for their further integration into a united security environment. The conducted analysis of the processes of changing the managerial security paradigm in the field of civil protection in the conditions of modern Ukraine allows testifying the complexity of the transformation of the security environment associated with the ongoing Ukrainian-russian war and the accompanying threats and challenges of crisis and emergencies.
