TASKS OF THE UNIFIED STATE SYSTEM OF CIVIL PROTECTION DURING THE RECONSTRUCTION PERIOD

Abstract

The subject of the publication of the article is a study of the performance of tasks by subjects of civil protection provision of the unified state system of civil protection during the reconstruction period. It was emphasized that in order to successfully solve the tasks related to the reconstruction and development of Ukraine, significant all-round assistance from the developed countries of Europe and the world as a whole is needed. An analysis of the main provisions of the Recovery Plan of Ukraine, features of its practical implementation was carried out. It was found that the Recovery Plan of Ukraine envisages the implementation of 15 National programs for the reconstruction and development of our state. It was established that the National Council for Reconstruction and Development, as well as the State Agency for Reconstruction and Development of Ukraine, were established in Ukraine to implement the Recovery Plan of Ukraine. It was determined that a decisive condition for the successful implementation of the Recovery Plan of Ukraine is the high-quality performance of tasks by subjects of civil protection of the population and territory of the unified state system of civil protection. At the same time, the article focuses attention on those components that are absolutely necessary to guarantee the civil safety of the population and the territory, in particular, on the provision and
re-equipment of fire and rescue units with special and fire and rescue vehicles, ensuring the development of a network of voluntary and local fire and rescue units, improving them logistical support, increasing the capabilities of the civil defense forces in their response to emergency situations, extinguishing fires and dangerous events, ensuring the further development of a unified aviation security and civil defense system, meeting the needs of the civil defense forces in the appropriate types of unmanned aerial vehicles for the search and rescue of the population in the emergency zone. It was concluded that only under the condition of joint efforts of the leadership and government of the state together with all subjects of civil defense provision, a real and effective solution to the tasks of restoring all branches of the national economy and further development of the state in the post-war period is possible, and directions for further research on the topic of the article are proposed.
