FORMATION OF FOREIGN LANGUAGE COMMUNICATIVE COMPETENCE OF CIVIL PROTECTION SPECIALISTS AS A THEORETICAL AND APPLIED PROBLEM IN THE MODERN SCIENTIFIC DISCOURSE

Abstract

The article is devoted to the disclosure of the question of foreign language communicative competence formation of specialists in the field of civil protection as a theoretical and applied problem in the modern scientific discourse. In order to conduct this research, a detailed analysis of a number of important domestic scientific works and the regulatory framework was carried out. The definition and essence analysis of the main concepts was carried out from the point of view of theory, and the foreign language communicative competence formation stages were singled out from a practical point of view. It is emphasized that the efficiency of the civil service functioning as a whole depends on the level of professional competence of each modern civil servant. It is indicated that a mandatory component of the professional competence of civil protection specialists is communicative competence. The concept of communicative competence is analyzed, its components are given, and the profile of the communicative competence of a civil servant with its compounds is outlined. It is noted that the public servant's communicative competence profile includes general (related to mastery of the state language) and special (related to mastery of a foreign language) communicative skills. The essence of foreign language communicative competence is analyzed. The interrelationship and direct relevance of foreign language communicative competence to the professional training and activity of specialists in the field of civil protection is shown. It is proved that foreign language communicative competence is an important component of the professional training of modern specialists in the field of civil protection for the further application of acquired knowledge, abilities, skills and personal qualities in a foreign language environment, and the implementation of interlingual, intercultural and interpersonal communication. It is clarified that the foreign language communicative competence formation consists in such a command of a foreign language that allows you to use it to meet professional needs, implement personal business contacts and further professional self-education and self-improvement. The authors list the factors that can hinder the process of foreign language communicative competence formation.
