RISK MANAGEMENT OF THE STATE EMERGENCY SERVICE OF UKRAINE’S SYSTEM

Abstract

In the modern conditions of the functioning of public sector organizations, risk management occupies an important place, because this process is able to prevent and avoid a significant number of negative events and losses for this organization. To define the concept of risk management, to analyze the risk management of the State emergency service of Ukrainе’s system based on the audit’s results to improve the understanding of the heads structural units of the apparatus, territorial bodies and central subordinate units of the essence of the internal control system and the need for its implementation in the State emergency service of Ukraine are the purpose of this article. The author defined the concept of risk management as a specific management’s field, which involves the use of various approaches, processes, measures designed to ensure the widest possible range of coverage of the institution's possible risks, their assessment and the formation, implementation and control of measures to optimize the level of risks in order to achieve goals. The article graphically depicts the risk management of the State emergency service of Ukraine’s system in terms of components: identification and assessment of risks, decision-making and determination of responding methods to risks and ensuring effectiveness, response measures, control and impact on risks. The compliance of this process with international practice was analyzed. The problem of risk management of priority processes of the State emergency service of Ukraine’s, the need for its formation and improvement in order to maximize opportunities and minimize dangers/threats of the service units’ activity are considered by the author. For a better understanding of the priority of forming an effective risk management system, based on the results of the audits was reviewed examples of violations, norms, rules, procedures. The cause of these violations was the improper functioning of the risk management system and the systematization of control measures with the prevention or limitation of risks as an internal control system component. The importance of training specialists of various departments in the theoretical and methodical foundations of risk management for the risk management system’s effective functioning was noted. Attention is focused on the need to build an effective risk management system that would help identify and influence on risks in a timely manner and that can be used when making any management decisions, contributing to increasing the efficiency of the State emergency service of Ukraine’s operation, and not the creation of a control system that would fully guarantee the absence of deviations.
