PUBLIC MANAGEMENT AND ADMINISTRATION IN PROVISION SUSTAINABLE DEVELOPMENT OF TERRITORIES: THEORETICAL AND ORGANIZATIONAL ASPECT

Abstract

Public management and administration in provision sustainable development of territories are considered. It is stated that the importance public management and administration in provision sustainable development of territories due to the actualization of the preparation, adoption and implementation of effective and high-quality management decisions in connection with current changes and related socio-economic and environmental problems is currently being emphasized. It is found out that despite the fact that scientists pay considerable attention to public management and administration, their functioning, it is important to identify areas for improvement in the context of provision sustainable development. The scientific developments in the study of public management and administration are analyzed, their principles, functions, methods, mechanisms are determined. The directions of improvement of public management and administration in the context of provision sustainable development of territories are determined, which include: improvement of normative-legal and organizational support, provision of public services; timely response of public authorities and management to socio-economic and environmental problems; provision the interaction of public authorities and local governments, civil society; improving the preparation of forecast and program documents and conducting strategic environmental assessment of state planning documents; introduction of the best practices of public management and administration, balancing the socio-economic and environmental interests of the subjects of territorial development policy; improvement of staffing, training of specialists in public management and administration. It is noted that the launched reforms, which apply to all spheres of life, put forward new requirements for public management and administration in provision sustainable development. It is emphasized that their modernization is possible provided that their mechanisms are functioning effectively. It was found that in the context of global challenges in Ukraine, more and more attention should be paid to provision sustainable development of territories. It is emphasized that public management and administration in Ukraine should be carried out taking into account current trends in the development of territories, their potential, and should be strategically focused on their sustainable development. It is stated that foreign experience in public management and administration should be used in the context of provision sustainable development of territories, which requires further research.
