MATERIAL RESERVES AS AN ECONOMIC COMPONENT OF THE RESOURCE MECHANISM OF PUBLIC ADMINISTRATION IN THE SPHERE OF CIVIL PROTECTION

Abstract

The modern labile environment requires development of effective mechanisms to prevent and eliminate the consequences of emergencies. Effective prevention measures are undoubtedly able to prevent a significant number of natural, man-made emergencies and emergencies of other origin. Coordinated actions while eliminating the consequences will save lives and reduce the consequences of such situation. In this process, an important component is material provision. As far as insufficient quantity and quality of material reserves reduces the effectiveness of emergency response measures and consequently leads to increase losses and the duration of actions in overcoming the consequences of such situations. Economics problematic issues that arise while eliminating the consequences of emergencies require a review of resource mechanism of public administration in the Ukrainian civil protection system. The given article deals with resource mechanism concept of public administration in the field of civil protection of the population and territories, of material reserves, their types.  Based on the analysis of the scientists’ definitions, the author's definition of the concepts "management mechanism" and "resource mechanism of public administration in the sphere of population’s and territories’ civil protection" has been improved and generated. It is substantiated that this mechanism in particular involves ensuring the availability of material resources through the prism of requirements for the forming, accumulation, storage and disposal of material reserves at all levels in order to ensure effective emergency response measures. The main differences between the updated Methodical recommendations on the creation and use of material reserves to prevent appearance and to eliminate emergencies’ consequences, applied by the State emergency service of Ukraine since 2020, from the previous ones, which were in force since 2017, are investigated. Taking into consideration the analysis of legal requirements for the forming and use of material reserves the key measures that need to be taken to ensure sustainable economic development in emergencies are suggested. The presented scientific groundwork contains a study of measures to improve the resource mechanism of public administration in the Ukrainian civil protection system.
