Abstract

In modern conditions, Ukraine, as an independent state, has set itself a number of tasks, including creating an individual state policy, both as a whole and in various spheres of activity. To a large extent, this applies to personnel policy, the mechanisms of its implementation, as a universal lever on the basis of which the state has an impact on the state of social, economic and political development. The aim of the study is a detailed analysis of modern approaches to leadership development in the structure of public administration. An important aspect of solving this problem is the effectiveness of management, as its effectiveness depends on the functional capacity of the organization. With this in mind, it is necessary to build comfortable conditions on the part of the subject and the object of management, which will satisfy all participants in this process and will have a much higher level of responsibility in relation to the social function of public administration. The concept of leadership development is a theoretical construct that contains the strategy, main directions, tasks and goals of improving the activities of civil service personnel, which will improve the quality of government management through leadership. According to the authors, leadership is a new quality of human resource management. For the development of professional civil service it is necessary to ensure the quality of development of sustainable leadership capacity. The relevance of the topic is to study the system of public administration and the position of the leader in it, because the key aspect is the development of leadership qualities of civil servants, which will increase certain performance of public authorities.Public sector leadership is a combination of skills and competencies that support personal influence, goal setting, strategic thinking, getting the most out of people, learning and self-improvement. The article analyzes the basic conceptual principles of leadership development in the structure of public administration; Machiavelli's theories of leadership are studied; systematization of theories of leadership in public administration from the historical aspects; The main changes in personnel management at the state level after the adoption of the Law of Ukraine "On Civil Service" are described, the skills of the leader in public administration are generalized and the personal characteristics of the leader in the implementation of public administration are highlighted.
