Abstract

The article is devoted to the disclosure of the issue of formation of foreign language communicative competence of the students at the second (master's) level of education in the specialty 281 “Public Administration”. The essence of the concepts of “competence”, “foreign language competence”, “communicative approach” is considered. Domestic and foreign literature on the high-quality training of modern specialists in public administration is analyzed. The importance of the development of communicative competence and the need of learning foreign languages for masters of public administration in this context are substantiated. It is noted that communicative-oriented learning of a foreign language based on the communicative approach, provides the formation of students' foreign language communicative competence which is considered formed if students use a foreign language to acquire independently and expand their knowledge and experience. It is established that the nature of skills and abilities associated with the formation of foreign language communicative competence in the learning of foreign (English) language by masters of public administration is not only communicative-oriented but also professionally-oriented. The study shows effective forms and methods of teaching a foreign language for professional purposes, in particular with the use of project technologies, audio and video materials, including authentic materials. There was conducted the survey in the form of questionnaires among masters in specialty 281 “Public Administration” and civil servants who were trained under advanced programmes in the Institute of Public Administration and Research in Civil Protection (Kyiv). According to the results of the analysis, it was found that the discipline “Foreign (English) language for professional purposes” is relevant today, students express a desire and understand the need in learning languages for further professional activities or use in various life situations, note a significant improvement their knowledge during learning.
