STRATEGIC DEVELOPMENT PLANNING OF TERRITORIAL COMMUNITIES

Abstract

The implementation of strategic planning of territorial communities development is investigated, directions of its improvement in Ukraine are defined, which include: updating the regulatory framework for the implementation of strategic planning for the development of territorial communities; organization of a clear system of interaction between state authorities and local self-government bodies on the implementation of strategic planning for the development of territorial communities; involvement in the development and implementation of strategies of trained specialists who should know the functions, processes, principles and methods of strategic planning of the development of territorial communities, be able to carry out strategic planning, solve modern problems of development of territorial communities in Ukraine. It is necessary to prepare, retrain and improve the qualifications of commissioners for strategic planning of the development of territorial communities in Ukraine in order to improve the quality of preparation of effective management decisions in the process of strategic planning, study and use of Ukrainian and foreign experience in determining the goals, strategic priorities and specific measures for their implementation in the preparation of strategies for the development of territorial communities, and on monitoring, evaluating the effectiveness and effectiveness of their implementation. Review and analysis of the best practices of strategic planning for the development of territorial communities will contribute to ensuring the quality of preparation of management decisions, strengthening their role in the process of strategic planning, making various effective management decisions in local self-government bodies in the process of strategic planning. In the context of global challenges, further improvement of the mechanisms of strategic planning for the development of territorial communities in Ukraine, which requires new scientific research, is necessary.
