Abstract

The problems of formation and implementation of state environmental policy during the period of Ukraine’s independence and during the fighting over the last 10 years, which have a negative impact on the environment, are considered in this article. The purpose of research is to identify the negative consequences of russia’s military invasion on the environment of Ukraine and to provide the recommendations on applying the management tools for the implementation of state environmental policy in the process of post-war restoration of Ukrainian territories. The research of scientists who were engaged in public administration in the field of environmental safety on the basis of sustainable development were analysed. А number of scientific methods, in particular systematic approach, analysis and synthesis, problem-oriented method and method of causal analysis are used. It is determined that environmental protection is a key issue in Ukraine’s acquisition of full membership in the European Union and requires a change of approaches to public administration, in particular consolidation of the environmental component as a major priority in making managerial decisions in the process of post-war restoration of Ukrainian territories. In the short and long term the ecological vector should be aimed at achieving sustainable development goals at the state, regional and local levels with the focus on solving environmental problems of the territories, affected by the fight actions. It is proved that post-war ecological recovery requires a comprehensive, well-coordinated and fully financed work by the legislative and executive power. The recommendations on strengthening the legal, institutional and financial mechanisms of bringing russia to justice for damage to the environment were provided by authors.
