Abstract

The capacity of state authorities and local self-government bodies as participants in the processes of implementing and building the national resilience system depends on human resources. The presence of strategically minded managers and responsible employees enables the state and society to withstand threats, adapt to changes in the security environment, maintain sustainable functioning, and recover from crisis situations. In modern conditions, the requirements for the quality of advanced training of public servants are increasing, which is one of the prerequisites for strengthening their professionalism. The purpose of the article is to substantiate the dialectic of the relationship between
in-service training of public servants and ensuring national resilience. The authors emphasize the importance of being prompt and flexible in identifying training needs, improving training and software, updating the content of existing and developing new training programmers. The authors present an example of the development of two general short-term programmers at the Higher School of Public Administration: for civil servants of category A – «Euro-Atlantic Integration and Functioning of the National Resilience System»; for civil servants of categories B and V, as well as local government officials – «Building National Resilience». The authors substantiate the need to introduce consolidated national sustainability, the formation of professional values, the importance of intellectual and resource development of public servants, and the balanced interaction of state bodies and civil society organizations. The proper functioning of the in-service training system involves the interaction of regulatory, legal, functional, educational and organizational mechanisms. This will make it possible for civil servants and local self-government officials to fulfil the tasks of building a national resilience system in the areas of foreign policy, public relations, economy, environment, social, humanitarian and information spheres, as well as within the administrative system.
