Abstract

The article analyzes the needs for the post-war recovery of the national economy and infrastructure of Ukraine, in particular, the priority of the reconstruction of the energy sector is substantiated. Based on the large-scale damage caused directly to the electricity sector, which is estimated at about
6.5 billion dollars. of the USA, the key vectors of renovation of its segments, in particular energy generation and electricity transmission, are determined. The concentration of the current efforts of the government of Ukraine and energy supply companies on short-term goals in the field of energy without determining strategic goals due to the uncertainty of the environment and the critical need for basic needs for life support is evidenced. The implementation of the European REPowerEU plan and the transition to a low-carbon economy are identified as a conceptual vector for the restoration and transformation of the national energy policy, which is currently mainly based on the use of fossil fuels. In this direction, the integration of the provisions of the European Union plan into the Energy Strategy of Ukraine for the period up to 2050 and the consideration in its content of the sharp decrease in demand for fossil fuels after 2030 predicted by the experts of the International Energy Agency are stipulated. Another strategically important project within the framework of the recovery plan of Ukraine is the implementation of the Energy Independence and Green Course Program measures aimed at rebuilding a clean and protected environment and ensuring sustainable development in synchronization with the regulatory provisions of the European Union. The estimated cost of the Program is estimated at USD 130 billion. USA, which requires the search for sources of funding, both traditional budgetary and alternative, including the attraction of grant and loan funds from international institutions and organizations, as well as private investments.
