Abstract

Modernization of the civil service is an urgent topic for many countries in the world, which after the modern transformation require more efficient and adaptive government apparatuses. However, the modernization process faces complaints and challenges that require detailed consideration. The empirical research data were analyzed using a systematic approach, research methods: structural-functional, analysis and synthesis, institutional, prognostic and recommendation analysis, etc. The scientific article examines the main problems associated with the contradictions of the modernization of the civil service and substantiates the possibilities of their solution. The shortcomings of the modernization of the civil service in Ukraine, difficulties and obstacles on the way to its implementation are analyzed. It is proven that contradictions are generated by systemic, meaningful, structural, institutional and functional determinants, and they are a source of development of public service institutions. The potential contradictions of the modernization of the civil service, the main characteristics of the civil service system, cause-and-effect relationships and interaction between society and the civil service are revealed. The list has been detailed and the classification of contradictions that the civil service faces in the process of its modernization has been supplemented. The influence of the existing contradictions of the modernization of the civil service on social development in the context of the formation of an effective state policy is substantiated. The definition of the main contradictions and peculiarities of the determinants of the modernization processes of the civil service made it possible to propose the main directions of improvement of the policy of modernization of the civil service, the creation of conditions for its modernization, to develop approaches to the further formation of the policy of modernization of the civil service and proposals for the mechanism of its implementation. Based on the results of the analysis, an architectural design of a new model of civil service modernization is proposed, which includes: optimization of the state apparatus, inclusiveness, gender culture, innovative approaches, digitalization, quality service provision. Changes in institutional systems, their specialization and combination with self-regulation systems are defined as the main trends in the modernization of the civil service.
