INTERACTION OF PUBLIC AUTHORITIES AND INFORMATION SYSTEMS OF PUBLIC AUTHORITIES IN THE CONTEXT OF PROVIDING ADMINISTRATIVE SERVICES TO THE POPULATION

Abstract

The article is devoted to the study of interaction between public authorities and information systems in the context of providing administrative services to the population. The problems related to the organization and operation of information systems used to provide administrative services to the population are considered. The article highlights the main aspects of the use of information technology in the activities of public authorities and analyzes the advantages and disadvantages of using such systems.  The article analyzes the interaction between the Verkhovna Rada and the Cabinet of Ministers of Ukraine in the context of working with documents in the unified automated system of work with documents of the Verkhovna Rada of Ukraine. The article examines the procedure for exchanging electronic documents in the system of electronic interaction of executive authorities and interaction between executive authorities if the addressee of the document is not a user of the system of electronic interaction. We have also studied the issue of interaction between public authorities and the public and non-governmental organizations in the context of war, which may affect the quality of administrative services and the level of their accessibility to the public. In addition, the article provides an overview of modern approaches to the creation and management of information systems of public authorities, and characterizes the problems that arise during their practical implementation and operation. The article also addresses the issues of ensuring security and confidentiality of information in such systems.
