PUBLIC MANAGEMENT AS A VARIETY OF SOCIAL MANAGEMENT: THE PRICE OF EFFICIENCY

Abstract

The article is devoted to the study of the problem of assessing the effectiveness and efficiency of administrative management in the process of reforming in the field of public administration. The article examines the essence of state management as a phenomenon that lies outside the legal sphere, since management is a property of all organized systems that exist not only in the state and social spheres, but also in other areas. Despite the fact that the field of law plays a derivative role in relation to public administration, being one of its objective manifestations, in order to analyze the peculiarities of administrative relations, it is necessary to understand the nature and signs of public administration. The main issues of organizing and ensuring the functioning of state administration in Ukraine are considered. Special attention is paid to measuring the effectiveness of public administration from general approaches to specific subject-specific approaches. Assessment of the effectiveness of management is necessary not only for state authorities, but also for society, which allows monitoring the quality of the activities of state institutions. The criteria for the effectiveness of public administration are formed on the basis of the system of subjective values expressed in the ideology of the social-state system, in the strategic goals of the ruling subject - the political course, in the concepts, political attitudes and norms of the administration system, behind which are common national-state interests . Public administration is focused on purposeful change of the managed public object for the benefit of the latter and the state. The effectiveness of management in any area is ultimately measured by the extent to which this goal is achieved. In further studies, it is necessary to form an effective system of state management of socio-economic development processes taking into account modern requirements for ensuring transparency and efficiency of state institutions. In order to increase the efficiency of state management of certain spheres of public life in Ukraine, it is necessary to introduce a systematic assessment of their activities.
