WELFARE AS A SCIENTIFIC CATEGORY AND STATE POLICY PRIORITIES REGARDING THE PRESERVATION AND GROWTH OF WELFARE IN THE CONDITIONS OF POST-WAR RECONSTRUCTION OF UKRAINE

Abstract

The article analyzes, summarizes the research results, and highlights the main approaches to defining the content of the «welfare» category, namely: as a characteristic of society's vital activities; the degree of provision of objects and means and potential opportunities for meeting material and non-material human needs; the result of the activity of state institutions and the level of guarantees in the state of political freedoms. The challenges of transformation of the needs and value orientations of the individual to ensure welfare in the era of post-industrial society are revealed. It was found that the following challenges: provide additional opportunities (a person is considered not just as a carrier of welfare, but as an individual who independently strives to welfare within the limits of his freely chosen activity, freedom of choice, freedom of using opportunities); bring threats to the preservation and growth of welfare (the combination of individual needs to achieve the welfare of the population becomes more difficult; it becomes more difficult to find a balance between the satisfaction of material and spiritual needs of a person; the difficulty of achieving the effectiveness of institutional activities, political activity of citizens and awareness of their role in the life of society).. Determinants have been worked out for the development of a state policy regarding the post-war recovery of Ukraine, which are aimed at: promoting self-activation of the population to improve the quality of their lives, which will ultimately serve their personal development; to provide equal opportunities for individuals to realize their active economic and social behavior; to contribute to increasing the individual's responsibility for his own welfare; to increase the effectiveness of public administration activities in the context of ensuring the growth of welfare (monitoring by state authorities and implementation of public control over the implementation of a set of measures to restore the quality of life of the population to a level not lower than the pre-crisis level).
