DEFINITIONS «INTERACTION» AND «COORDINATION» IN REGULATORY AND LEGAL ACTS ON STATE REGULATION OF AVIATION SEARCH AND RESCUE

Abstract

The article presents results of a study of the terms used in state regulations on aviation search and rescue in Ukraine, namely the use of the definitions «interaction» and «coordination» in regulatory legal acts. It is noted that although using these definitions, regulatory legal acts do not specify their meaning, which causes ambiguous perception of these terms in regulatory legal acts, and offer no explanations when skipping from the term «interaction» to the term «coordination». For this reason, a goal of the article is to justify the content of the definitions «interaction» and «coordination» in relation to aviation search and rescue on a systemic basis, and to determine their relationship. The study used the methods widely known in the scientific environment, including systems analysis, decomposition, generalization, and synthesis. A result of this study is that for the first time, the terms «interaction» and «coordination» have been defined. In relation to aviation search and rescue, «interaction» has been defined as the joint actions that are agreed by goals, tasks, objects, place, time and methods, and are performed by various subordinate management bodies as well as the involved search and rescue forces and means to achieve the goals of aviation search and rescue operations. «Coordination» in relation to aviation search and rescue has been defined as the actions taken by a management entity endowed with the necessary authority that aim at organizing and supporting the continuous interaction between management bodies and the involved search and rescue forces and means to achieve the goals of aviation search and rescue operations. The article concludes that the introduction of the above terminological amendments to aviation search and rescue regulations may help to eliminate ambiguous perception of the definitions «interaction» and «coordination» in documents, as well as to bridge the terminological gap between the regulatory stages of aviation search and rescue planning and performance. Further scientific research on aviation search and rescue may focus on the mechanisms of aviation search and rescue state regulation; legal and regulatory framework of the use of unmanned and manned aircraft in non-segregated airspace in the course of aviation search and rescue operations, etc.
