CHARACTERISTICS OF EDUCATIONAL PROGRAMS IN PUBLIC ADMINISTRATION AND MANAGEMENT WITH A SECTORAL FOCUS (ON THE EXAMPLE OF THE MASTER’S PROGRAM «PUBLIC ADMINISTRATION IN THE FIELD OF URBAN PLANNING»)

The paper examines the issue of the expediency of launching professional training of management personnel for state authorities and local self-government bodies, public and private sectors of the economy by sectoral educational programs in Ukraine, it also considers the possibilities of popularizing the relevant master’s programs in the specialty 281 «Public Administration and Management». Due to the analysis of the data of the EDEBO (Vstup 2022) as to master’s programs of this specialty as of January of this year, it is revealed that currently there is a shortage of public administration programs with a sectoral and inter-sectoral focus in Ukraine. One of the reasons is the shortcomings of the current standard of higher education in the specialty 281 «Public Administration and Management» for the second (master’s) level. Utilizing the example of the Master’s program of Kyiv National University of Construction and Architecture in this specialty – «Public Administration in the Field of Urban Development», the characteristics of educational programs in public administration with a sectoral focus are identified. In particular, these features include their complex and interdisciplinary nature, targeted focus on the professional training of management personnel for a specific area (branch) of public administration, and the formation of additional professional competencies necessary for the proper performance of managerial functions in the relevant field. It is substantiated that the spread of sectoral public administration educational programs in the educational space of Ukraine would be facilitated by the restoration of the field of study and the educational specialty «Public Administration» in accordance with the procedure established by law, with further development and adoption of a high-quality standard of higher education in this specialty.
