Abstract

The scientific article examines the problematic issues of civil protection state management in ensuring control of threats and emergencies in the exclusion zone. The purpose of this article is to analyze the problems of civil protection state management in the exclusion zone and to identify directions for improving control of threats and emergencies. To achieve this goal, the following tasks have been set: to study the current state of civil protection state management in the exclusion zone; to analyze the shortcomings that arise in the process of ensuring control of threats; to develop recommendations for improving civil protection state management in the exclusion zone and ensuring control of threats of emergencies. To achieve these tasks, the following research methods have been applied: theoretical (analytical, deductive, and systematic approaches) and empirical (statistical analysis, comparison, description, and generalization). The relevance of the mentioned issues has been substantiated on the basis of the analysis of Ukrainian legislation in the field of civil protection, as well as the results of scientific research on the activities of state management bodies in this field. It has been established that the legislation in the field of civil protection does not fully meet the requirements of today in ensuring control of threats of emergencies in the exclusion zone. Changes to current legal acts on civil protection have been proposed to ensure control of threats of emergencies in the exclusion zone. Scientific research on problematic issues in the field of civil protection in general and in the exclusion zone in particular has been analyzed. It has been determined that the issue of controlling threats of emergencies has not been sufficiently covered in legal acts on civil protection and previous scientific research in this field. The necessity of developing a new strategy for civil protection state management in the exclusion zone, which will provide comprehensive measures for preventing and controlling threats of emergencies, has been substantiated. The results of the research can be useful for specialists in the field of civil protection and ecology, as well as for state management bodies performing tasks in the exclusion zone.
