Abstract

The article establishes the relationship and finds differences between the concepts of «energy poverty» and related concepts of «energy availability», «vulnerable consumers of energy resources», «non-monetary poverty», «fuel poverty». This question becomes relevant in the context of the transformation of the public administration system, taking into account the expansion of the tools of global confrontation in general and in the direction of optimizing the limits of intervention of the public administration apparatus in the energy sphere of life. It has been established that the expansion of the tools of global confrontation due to the implementation of energy into the system of ensuring the realization of national interests in the international arena actualizes the role of the state. At the same time, the desire to achieve a fair energy transition, defined climate goals, and at the same time to guarantee everyone’s right of access to basic energy services puts on the agenda of state authorities the issue of optimizing the limits of intervention of the public administration apparatus in the energy sphere of life. The main constituent parts of the research objects and their relationship with the concepts of «energy availability», «vulnerable consumers», «fuel poverty»,
«non-monetary poverty», «energy poverty» are determined. The lack of a criterion by which it would be possible to distinguish the concepts of «vulnerable consumers of energy resources», «fuel poverty», «energy poverty» led to the consideration of these concepts for the purpose of finding differences. It is proposed to consider the degree of damage to the household, certain groups of the population, the stability and development of society, which can be caused by the impossibility of realizing the needs for energy resources, as a criterion of difference when using the concepts of vulnerability of energy resource consumers, fuel or energy poverty. In the fight against energy poverty, the object of management is defined as processes whose purpose is to meet the needs of the population in energy resources, and the subject of which are the factors that are the driving force of the emergence of energy poverty in one or another period of its life activity.
