MECHANISMS OF STATE MANAGEMENT OF THE SPHERE ANTI-BREAKING ACTIVITIES IN UKRAINE

Abstract

The increase in the number of emergency situations and the scale of their consequences occurring in the world is a reason for scientists to increasingly choose the field of their scientific interests to study the causes of the occurrence of unpredictable events in order to warn them, the specifics of the response to them by the relevant services, the effectiveness of eliminating the consequences of man-made, natural emergencies, of social and especially military nature. The analysis of problematic issues of mine action in Ukraine proved the relevance of the study of the functioning of legal, organizational and structural and functional mechanisms of state administration in the specified area, which is the subject of this study. The scientific task of the research on conducting an analysis of the legislation of Ukraine in security spheres, determining directions for improving the legal, organizational, and structural and functional mechanisms of the state management of mine action activities in Ukraine is substantiated. The concept of mine action is defined as a complex of measures aimed at protecting the national interests of Ukraine, as well as at reducing and eliminating the consequences of the negative impact of explosive objects on the socio-economic conditions of life of the population and the environment. Measures regarding state regulation and management in the field of mine action have been formulated. Joint projects on mine action with international organizations in accordance with international standards implemented in Ukraine have been disclosed. An analysis of the legislation of Ukraine in the spheres of national security, civil defense and mine action was carried out, which showed that they partially reveal the mechanisms for ensuring the safe life of the population, in particular legal, organizational and structural-functional, which require improvement due to the identified gaps and discrepancies in regulatory and legal acts in the specified areas. Directions for improving the legal, organizational, and structural-functional mechanisms of state management of mine action in Ukraine, in particular the legal and structural-functional ones, are proposed due to the introduction of changes and additions regarding the delimitation and coordination of powers, functions, and tasks for mine action to the legislation of Ukraine, organizational, due to the development of agreed action algorithms, plans for cooperation between state, non-state and international humanitarian structures during the implementation of mine countermeasures, the creation of a system of information on the dangers of explosive objects and training in the prevention of risks associated with explosive objects in state administration bodies.
