Abstract

The need to analyze and generalize the foreign experience of implementing civil-military cooperation arises in connection with the formation of a theoretical basis for improving the domestic model of civil-military cooperation as an effective component of relations between the security and defense sector, the civilian environment and political power. In this article, a comparative and content analysis of the normative-legal documents of the North Atlantic Treaty Organization and the leading countries of the world regarding the system of civil-military cooperation in its application in international operations to maintain peace and security, liquidation of man-made and natural emergencies, humanitarian operations, etc. has been carried out. The main elements and concepts, the organizational structure of a typical unit of civil-military cooperation in NATO-led operations are disclosed. The role of civil-military cooperation as a mechanism for solving military tasks in crisis conditions with the involvement of civil environment objects is highlighted. According to experts of the armed forces of the leading countries of the world, civil-military cooperation is the most effective and efficient segment of the relations between the armed forces, society and public authorities. That is why civil-military cooperation is a function of the armed forces of NATO member states, which is performed both by military authorities – at the strategic and operational levels, and by military units – at the tactical level. The importance of the research is also determined by ensuring an understanding of the concept, essence, functions and tasks of civil-military cooperation, as a necessary mechanism for the implementation of relations between society and the constituent parts of the power block of the security and defense sector. It was detected that the implementation of civil-military cooperation is based on NATO's doctrinal documents and supplemented in accordance with the legislation of respected individual states.
