Abstract

Accumulated problems of the technical state of the infrastructure of the heat supply sector, manifestations of monopolization and mismanagement of suppliers cause the impossibility of certain categories of the population to meet their basic energy needs. The object of the research is the tools to ensure access of the population to inexpensive, reliable, sustainable and modern sources of energy in the area of heat supply. The goals of the article are the coverage of problematic issues and priorities of state policy regarding the promotion of the development of efficient heat supply in the interest of reducing energy poverty in Ukraine. According to the results of the research, attention is focused on problematic issues related to: high losses of thermal energy in the infrastructure; ensuring the transition to individual heating for all co-owners of an apartment building, including vulnerable consumers of energy resources; «passivity» of co-owners of an apartment building to create condominiums, and as a result, «passivity» to introduce frugal use of energy resources; financing of individual heating points, reconstruction of internal engineering systems and part of thermal modernization of the building; restoration of thermal infrastructure facilities that were destroyed as a result of the armed aggression of the Russian Federation. Ways to modernize the heating system of populated areas due to the introduction of modern energy technologies based on the potential of renewable energy sources have been determined. In order to promote the development of efficient heat supply in the interests of reducing energy poverty in the near term, state policy should be focused on the following priorities: introduction of assessment and monitoring of the level of achievement of the efficiency of heat supply systems in comparison with the best global practices; improving the mechanism of informing «passive» co-owners of an apartment building about the advantages of creating a condominium, as a tool that allows you to influence your own energy consumption; involvement of natural gas suppliers and operators in covering the cost of connecting to individual heating with natural gas, where it is economically justified.
