SYSTEM AND ESSENCE OF GENERAL FUNCTIONS OF PUBLIC GOVERNMENT IN THE MODERN PERIOD

Abstract

The purpose of the article is to scientifically and theoretically substantiate the system and essence of the general functions of public administration in the modern period. The practical implementation of public administration functions is carried out by a system of public administration bodies, the level of efficiency of which depends on the correctly defined in specific situations the range of management functions and the understanding of their essence. Given the latter statement, the scientific and theoretical justification of the functions of public administration is extremely relevant. To achieve this goal, general and special research methods were used. In particular, with the help of: analysis the content of the object and subject of research was clarified; generalization – combined scientific and theoretical provisions on the general functions of public administration; abstract-logical method – theoretical generalizations and clarification of the understanding of the essence of the general functions of public administration, etc. Theoretical principles of public administration functions are studied and their definitions are generalized. The author’s definition of the concept of «functions of public administration» as areas of public administration aimed at achieving the goals and objectives of the state. The views of domestic scientists on the content of the system of general functions of public administration are identified and generalized. The author’s approach to the system of general functions of public administration is presented, which includes: planning, organization, analysis, forecasting, regulation, coordination and control. The essence of these functions of public administration is analyzed and the author’s understanding of their definition is outlined. It is concluded that public administration can be successful only if the implementation of a set of common functions. One of the areas of further research is the implementation of the ratio of general and special functions of public administration.
