THEORETICAL APPROACHES TO THE FUNCTIONING OF MECHANISMS OF STATE POLICY OF SUSTAINABLE DEVELOPMENT OF "GREEN" ECONOMY IN UKRAINE

Abstract

The aim of the article is to generalize the theoretical approaches to the functioning of the mechanisms of state policy of sustainable development of the «green» economy in Ukraine. At the beginning of the XXI century, humanity has complex development problems that are not solved within individual states. The main impetus for globalization, especially in industrialized countries, is the modernization and transition of the world economy to a new state policy aimed at improving production efficiency, updating technology and economic competitiveness and improving the quality of life and living environment. Today, almost all regions of the world face the risk of environmental destruction. The more clearly the signs of the crisis of civilization, which are caused by environmental, economic and socio-demographic factors. The paper uses general scientific and special research methods, the application of which contributed to the solution of the tasks in the process of obtaining theoretical and practical results. The monographic method was used to study the literature. Research of concepts, developments, approaches for the purpose of generalization of results of scientific achievements of domestic and foreign researchers concerning definition of essence of the mechanism of the state policy of sustainable development of «green» economy the method of systematization was used. Methods of classification, induction and deduction were used to determine the main components of the mechanism of state policy of sustainable development of the «green» economy and the problems of their functioning. The article reveals the content of the mechanism of state policy of sustainable development of the «green» economy. The structure of the mechanism of state policy of sustainable development of «green» economy is studied, its components and the main tools available to the government to accelerate the transition to «green» principles of management and help create conditions for such transition are analyzed and characterized. It is argued that the implementation of the state policy of sustainable development of the «green» economy in Ukraine through a comprehensive mechanism must meet the objectives of the state in ensuring the rights, freedoms and legitimate interests of the citizens of Ukraine. The effectiveness of a comprehensive mechanism depends on a clear definition of the boundaries of the functioning of each individual mechanism. We need to more actively promote the ideology of public policy «green» economy as the main paradigm for the transformation of social change. It requires the formation of new scientific approaches to the foundations of the «green» economy, taking into account current global transformations in the world economy.
