IMPROVEMENT OF THE SYSTEM OF CIVIL PROTECTION OF TERRITORIAL COMMUNITIES AS A GUARANTEE OF INCREASING THE LEVEL OF CAPACITY OF THE UNIFIED STATE SYSTEM OF CIVIL PROTECTION

Abstract

In the process of implementing the measures of the Concept of Local Self-Government Reform, it is important to specify the problems and requirements for the implementation of civil protection tasks at the level of territorial communities. Therefore, the purpose of the article is to formulate directions for making changes/additions to regulations on the organization of the civil protection system at the level of local self-government and to determine measures of improving the civil protection of territorial communities. The object of research is the organization of the civil protection system in territorial communities. The expediency of amendments to Articles 6, 25, 30, 35, 36, 37 of the Civil Protection territorial communities in the field of civil protection proposed directions of changes to the regulations of the Cabinet of Ministers of Ukraine in terms of defining the role of local governments of the village, town and city councils as subjects of civil protection, specifying the creation of a territorial subsystem list of services and their tasks (within the region, district, community), the role and rights of the territorial community in Code of Ukraine in terms of streamlining the powers of the village, settlement, city councils, their executive bodies, delimitation of powers of councils, specifying the activities of the rural, township, and urban communities as subjects of civil protection, to improve performance involvement of relevant services. Emphasis is placed on the implementation of the experience of organizing the civil protection system of municipalities in Canada, where local municipalities play a key role in increasing society's resilience to emergencies, take on a number of responsibilities for the protection of civilians. An integral part of the work are proposals for priorities and steps for the organization of civil protection at the basic level of local self-government, which are proposed as an explanation of legislative and regulative norms of civil protection, algorithms of actions of heads (specialists) of local governments, on the organization and implementation of CZ activities in the community, as well as standard and formalized documents (options for decisions of the community council, community executive body, community leader's orders).
