Abstract

The purpose of this article is to analyze the public administration of higher education in the USA through the prism of the accreditation process. The development of modern society encourages higher education to be a priority in the national development strategy, as its activities are aimed at training specialists in a new format, so the issue of higher education management remains relevant, and the accreditation process confirms the quality of university training and harmonization of national education systems. The basis of the research goal is the use of such methods as logical, analysis (analyzed the basic principles of the accreditation process in the USA), synthesis (identified practical and applied aspects of public administration in higher education for quality assurance), generalization (identified features of public administration in USA higher education in the context of accreditation). It is determined that the role of the USA Department of Education in the process of university accreditation is to oversee accreditation documents issued by federal authorities, be responsible for accreditation agencies, guarantee compliance with accreditation standards, and periodically publish a list of national accreditation agencies. The main accreditation measures are stated: standards; independent study; on-site assessment; decisions and promulgation; monitoring; revaluation. The main approaches to improving accreditation policy have been identified, namely: increasing compliance as a standard; restoration of regulatory coordination; increase academic and career mobility; providing innovative educational practice; protection of institutional autonomy; evaluation of general indicators; optimization of accreditor recognition processes; encouraging accreditors to support innovative practices. Based on the analysis of USA experience in public administration of higher education in the context of accreditation, the following proposals can be formulated to improve such activities in Ukraine: in the development and evaluation of educational programs accreditation should be carried out by independent accreditation agencies public administration bodies should focus on the development of state policy in the field of higher education, permanent control over its implementation, and control over accreditation agencies; using the experience of the USA, to improve the mechanism, procedure and procedure for accreditation of educational programs. Among the promising areas of research on public administration of higher education in the United States should be noted the Department of e-learning and the development of virtual educational resources.
