IMPROVEMENT OF PROCEDURES FOR INITIATION OF THE SYSTEM DEDICATED TO TRAINING OF CYBERSECURITY PERSONNEL IN THE CONTEXT OF PUBLIC-PRIVATE COOPERATION

Abstract

The article analyzes the problem issues that refer to the operation of the personnel training system and improvement of expertise of specialists in a variety of cybersecurity areas. Statistics on the cybersecurity specialist training are presented as summarized following the results of studying the practical aspects of cybereducation, as well as numerous information and analytical documents made by today’s analysts and experts. Analysis has been made to study the results of research made by today’s scientists to investigate the optimization of professional training of cybersecurity specialists to be, as well as trends and problems of the IT industry operation, which are indicative of the inconsistency between the basic professional education of IT specialists and the requirements of today’s innovative economy. The key aspects of the Regulation on the Technical and Organizational Model of Cybersecurity have been considered, which principles are aimed at a prompt (crisis) response to cyberattacks and cyberincidents, implementation of countermeasures intended to minimize the vulnerability of communication systems, building the capacity of cybersecurity units, as well as creating the environment to develop the public-private cooperation, including in cybereducation. Analysis has been made to study the powers of cybersecurity units to organize and conduct cybertraining, as well as cyberprotection forces to participate in making the dedicated programs and methods of such training, scenarios for responding to cyberthreats and measures to combat cyberthreats. The components have been developed and disclosed, which make part of the educational map designed for the cybersecurity specialist development, which involves a step-by-step certification of those cybersecurity specialists who directly implement organizational, legal, engineering and technical measures, as well as cryptographic and technical information protection measures to prevent cyberincidents, detect and protect against cyberattacks, eliminate their consequences, recover the operational stability and reliability of communication and technology systems. The available opportunities and guarantees have been proposed, which are provided in relation to the integration of the educational map designed for the cybersecurity specialist development in the service (professional) activities, as well as possible educational initiatives have been proposed, which are allowed by the educational map designed for the cybersecurity specialist development in the context of implementing the Technical and Organizational Model of Cybersecurity.
