THE EFFECTIVENESS OF THE FUNCTIONING OF THE FINANCE-ECONOMIC MECHANISM OF THE PUBLIC REGULATION OF THE SUSTAINABLE DEVELOPMENT OF THE AGRARIAN SECTOR OF THE ECONOMY OF UKRAINE

Abstract

At the article was justified the importance of ensuring the effectiveness of the finance-economic mechanism of public regulation of sustainable development of the agrarian sector of Ukraine's economy. This mechanism is one of the priority directions of the state economic policy realization. Different approaches of definition of the essence and main elements of the finance-economic mechanism of public regulation of sustainable development of the agrarian sector were researched. The close link between the directions of realization of economic policy of development of agrarian sector and their financial maintenance was confirmed. This relationship is determined the necessity of the implement various measures of the state support of the agrarian's sector development and ensure their proper financing. Also, was justified that the base of the finance-economic mechanism of the public regulation of sustainable development of the agrarian sector is economic concept, but financial tools should be included as elements of practical implementation. It was installed lack of a steady trend of the annual funding of programs to support the agricultural sector. The positive changes of the development of methods of direct state support, including small agricultural producers, were defined. This trend has led of the reduction of state support for large agrarian enterprises through indirect methods. One of the current tendencies in sphere of the state support of the agrarian sector is constant change of priority directions of state financing. This situation has a negative influence on the opportunity agrarian enterprises to receive the state support and ultimately reduces the efficiency of implementation of the finance-economic mechanism of the public regulation of sustainable development of the agrarian sector. In finally, were researched positive changes in terms of expanding areas of state support which are implemented this year. Their successful realization will give additional opportunity for different agrarian enterprises and will create conditions for execution conceptual components of sustainable development of the agrarian sector: economic, environmental, social.
