Abstract

For modern Ukraine, many challenges of state formation became highly complex due to the lack of scientific developments and experience in democratic governance. The Institute of Public Service belongs to under-researched and partially studied within a limited ideological framework in particular. We discover that today the term "public service" is used in the scientific literature in Ukraine with reservations, briefly and fragmentary, in a general sense. The analysis of research and publications shows that most modern scholars point to the need to standardize the public service in Ukraine and clearly outline its components using an institutional approach. The purpose of the paper is to determine the components of the public service of Ukraine through an institutional approach. The primary method of research is a critical analysis of preliminary studies of scholars and regulatory acts on the public service of Ukraine. Our analysis confirms that the institutional approach that limits the scope of public service to the framework of public administration (institution) is the most rational way to define the concept and components of public service in terms of modern Ukraine.  Since 2005, when the definition of "public service" was first enshrined in Ukrainian legislation in the Code of Administrative Procedure of Ukraine, it has already undergone amendments and corrections by 2020, but it still did not define the essence of the public service at full. According to the results of our study, through an institutional approach to public service as an integrated institute, it is proposed to include such services: political, parliamentary, judicial, prosecutor, law enforcement, military, state, diplomatic, local self-government bodies service. At the same time, we note that it is not necessary to distinguish from the concept of "Public Service": an alternative (non-military) service, patronage service, service in the authorities of the Autonomous Republic of Crimea, another state service. We also found that the development of the framework Law of Ukraine on public service and specification according to it of all aspects of the functioning of separate services is an urgent need. In the future, it is necessary to conduct in-depth research of the public service with an institutional approach and develop relevant draft laws of Ukraine.
