SCIENTIFIC SUBSTANTIATION OF THE MAIN TASKS OF THE EXECUTIVE BRANCH IN THE SPHERE OF CIVIL PROTECTION

Abstract

The scientific article analyzes the content of the main tasks of civil protection and the effectiveness of their implementation by the Executive Branch. Based on the analysis of the content of the Civil Protection Code of Ukraine, the Regulations on functional and territorial subsystems of the Only One State System of Civil Protection (OSSCP), the ability of their Executive Branch and civil defense forces to perform their tasks, it is revealed that in the process of their formation and formulation there is insufficient justification not taking into account the state of institutional, resource and staffing, assessment of the possibility of implementing the main functions in sphere of civil protection.

The reasons for this state of the system are the insufficient level of organization of management in the sphere of civil protection (CP), in particular, due to the lack of regulatory and legal support of some functional subsystems; clear delineation of powers between different subjects of CP; sufficient experience and necessary knowledge of managers and specialists of all levels of management of the civil protection system.

Based on the experience of building and operating systems, accumulated by the world's leading countries and the ability to provide reliable protection of the population and territories from emergencies, the main criteria for their effective functioning are identified. On the basis of scientific and economic substantiation the variant of the mechanism of statement of tasks of executive bodies in the sphere of CP is resulted. In the general case, the main stages of problem statement using the iterative procedure are defined.

The article proposes a mechanism of scientific substantiation of executive bodies tasks in the sphere of CP by conducting a systematic analysis of the formation, formulation and implementation of executive bodies tasks in the sphere of CP, identifies a number of relevant factors, causes and prerequisites that negatively affect the effectiveness of institutional components of OSSCP.

The article emphasizes that the ability to implement the tasks of the executive bodies in the sphere of CP within their powers and competencies depends on the availability of sufficient regulatory, financial, logistical and personnel support, as well as on the conditions of a particular situation in case of emergency and emergency situations.
