Abstract

The functional efficiency of any organization depends on the level ofprofessional development of its employees. In today's rapidly aging theoretical knowledge, skills and practical abilities, the ability of the organization to constantly develop its employees is one of the most important factors in ensuring its competitiveness in the market, renewal and growth of production of goods or provision of services. In the article, the authors review the theoretical research on the professional development of civil servants. Staff development is a multifaceted and complex concept. It consists of a large number of interrelated social, pedagogical, economic and psychological problems. In order to find out its essence, first of all, it is necessary to answer the following questions: what isa person? what does the harmonious and professional development of a person consists of? The study defines the professional development of the individual: it is learning how to obtain or maintain professional qualities, for example, academic degrees required for formal work, attending conferences, non-formal learning opportunities that appear in practice, and so on. It is a certain process of acquiring a person the necessary knowledge, abilities, practice, certain economic skills, moral values, social qualities that can be applied in employment. The level of professional development of employees mainly depends on the level achieved in this area by educational institutions and specific organizations. Possibilities of improving the system of recruitment and adaptation have been studied, taking into account the peculiarities of the functional responsibilities of civil servants. Recommendations for improving the recruitment program are given. Measures aimed at improving the system of recruitment and adapting staff are proposed. Within a certain organization, professional training of staff can look like initial professional training of workers, advanced training or retraining of both specialists with higher education and workers.
