ENSURING INVESTMENT-ATTRACTIVE CLIMATE IN THE REGION - STRATEGIC PRIORITY OF DEVELOPMENT OF KHARKIV REGION

Abstract

The article deals with the processes of inflow of investments into the economy of Kharkiv region, highlights the peculiarities of investment activity in the region. It was noted that in February 2020 the Strategy for the Development of the Kharkiv Region for 2021-2027 was adopted, one of the strategic goals of which is: “Ensuring an investment-attractive climate in the region and creating an innovative and investment infrastructure”. The analysis of the dynamics of the volume of direct foreign investment in the Kharkiv region for 2009-2019 was analyzed, which allowed us to identify periods of the most significant fluctuations. A comparative analysis of the volume of attracted direct investments (share capital) in the regions of Ukraine as of the end of 2019 is made and it is determined that Kharkiv region ranks ninth among the regions of Ukraine in this indicator. The volume of direct investment (share capital) income from the countries of the world to the Kharkiv region at the end of 2019 is analyzed and it is determined that the major part is from the EU countries. A structural analysis of foreign direct investment by type of economic activity at the end of 2019 has been conducted, priority sectors of the Kharkiv region’s economy have been identified, to which foreign investors consider it advisable to invest. The dynamics and structure of the capital investments in the Kharkiv region are analyzed. The structure of capital investments in the region in 2019 by sources of financing, as well as by types of economic activity is studied. The volume of capital investments by cities and districts of the Kharkiv region for 2018 is investigated and it is determined that almost 2/3 of all capital investments are directed to the city of Kharkiv. As a result of a study of the dynamics and structure of foreign direct investment volumes in the Kharkiv region and capital investments, it is revealed that a significant disproportion is observed and the monocentric nature of the investment development of the Kharkiv region is confirmed. The ways of intensifying the attraction of foreign direct investment and capital investments in order to ensure an attractive investment climate in the region are identified.
