IMPROVEMENT OF LOCAL GOVERNMENT AUTHORITIES ADMINISTRATIVE SERVICES INFORMATION SUPPORT

Abstract

In the article the theoretical and practical bases of administrative services information support are discussed.

Information support in the realization of state policy is analyzed. The ways of implementation of public rights to access information about the activity of state authority and local self-government bodies are examined. The specificity of e-government information support in the field of administrative services is considered. The features of the e-government development, the concept of e-services and the peculiarities of functioning of the Unified State Portal of Administrative Services are defined.

In domestic practice there are no formal requirements, norms and criteria that determine the effectiveness of the administrative services provided by public administration bodies of different levels. As a result, there are numerous organizational problems. It is difficult to determine the optimal universal platform for the implementation into the administrative service system  because of the large amount of different software.

These issues require the fastest resolution and precise regulation by public authorities through the development of national standards.

In European countries reliable, fast and secure access to public information is a key indicator of the public administration effectiveness. Regulatory support of highly developed countries can be used as an example for improving the national regulatory framework.

In the study an empirical analysis of the information support of the Administrative Services Centers (ASC) of the local government authorities in Sumy region is conducted, the main problems of ASC information support are identified and directions for improving the efficiency of the administrative service providing system are substantiated.

The purpose of the study is to improve the tools for providing administrative services of local governments.

The subject of the study is the relationships that arise in the process of information support during the administrative services provided by local governments.

The object of the study is the information support for Administrative Services Centers.
