MECHANISMS OF PUBLIC EMERGENCY RESPONSE MANAGEMENT: ESSENCE AND TYPES

Abstract

Partly, those who are directly affected by emergencies are unable to localise them and eliminate their consequences on their own. That is why all players involved in this process (public administration, local government, business representatives) should consolidate their resources and efforts to respond appropriately to potential and existing emergencies, thus minimising the negative impact of the latter. The article provides further development of the meaning of the concept of «emergency» as a complete or partial exclusion of life life activities in a particular territory or water area due to the negative impact of man-made, natural, social, or military events, leading to significant social, economic, environmental, and political losses, minimisation of which is possible under the condition of a proper response of public administration bodies. The concept of «mechanisms of public emergency response management» was interpreted as a set of available approaches, methods, and means of the regulatory influence of institutions endowed with power, which use them to reduce the negative impact of potential and existing emergencies. Public emergency response management mechanisms consist of the following elements: subjects, objects, functions, goals, principles, methods, and means of regulatory influence. The types of such mechanisms were systematised based on: level, approach, subject, object, and goals of the influence. For the most part, these mechanisms are used either simultaneously (complementing each other) or sequentially (solving a specific task), depending on the situation. In addition to scientifically sound methodological (understanding: what, when, who and how should act), proper human resources, organizational, logistical, legal and information support is also needed.
