CONCEPTUAL AND CATEGORY APPARATUS OF RESEARCH OF THE PUBLIC PROCUREMENT MANAGEMENT SYSTEM

Abstract

Based in article on the systematization of modern scientific approaches to highlighting the essential characteristics and factors of introducing government procurement activities in a market economy, the article clarifies the concepts of “public procurement”, “public procurement”, “prosecution”, “public procurement management system”.

Based on a comparative analysis of literary sources, it was established that government or public procurement (government procurement, public procurement) is the procurement of goods, works and services by order of the state to meet public needs. In Ukraine, these two terms are commonly used synonymously. In states with a federal structure, public procurement sometimes refers to the procurement activities of only the central government, and public procurement refers to the procurement activities of all subject public authorities. Given the fact that governments around the world are trying to solve the problem of improving the functioning of the procurement system both in terms of legal form and in terms of practical applicability. In this regard, it is extremely important to formulate the principles for implementing the public procurement system.

A detailed analysis of the scientific literature made it possible to identify number of approaches to defining the essence of the public/public procurement management system, namely: functional, organizational (institutional), systemic.

It is concluded that public procurement management should operate within the framework of social and economic development management of both the state and particular region.

The current public procurement management system requires constant improvement in order to find the most rational and acceptable model of development of public procurement for our activity. In the developing the necessary regulatory and legal support for the implementation of the Public Procurement Reform Strategy (the “roadmap”), it is necessary to take into account the updated conceptual and categorical apparatus for studying the management system in this area of relations and fix it in the provisions of the current legislation.
